"No one will come off the freeway to come into Morisset and get petrol, Subway, Macca's and KFC," alliance spokesperson Antoinette Balnave told The Newcastle Herald this week.
But an economic assessment said effects on Morisset and Cooranbong would be limited.
A development application for the project has been lodged with Lake Macquarie City Council.
The development would provide 24-hour fuel, and restaurants and cafes, and create 74 permanent jobs.
Motorists are expected to benefit from increased choice and price competition, as well as a rest area.
But Cooranbong residents are concerned about noise and the impact of the development on property values.
Council will assess the plan, but the joint regional planning panel will be the ultimate consent authority.
The alliance was set to host a meeting about the proposal on Tuesday night as the Lakes Mail went to press.
