Mr Francis, who starts the role on April 3, was previously executive manager trade and business development at the Port and part of the team that delivered its sale in 2014.
He is also a former general manager of Charlestown Square, where he oversaw the $470 million development of the centre in 2010.
Mr Francis said he was “excited” to lead Lake Macquarie into a new era of economic growth for a company that had made an impact in a short time.
“I look forward to building on that success as we strive to create prosperity and abundance by encouraging growth and innovation among existing businesses and targeting emerging industries,” he said.
Dantia chairman Trent Bagnall said Mr Francis was a “perfect fit” for the company.
Lake Macquarie mayor Kay Fraser described Mr Francis as a “proven performer and strong leader”.
