The meeting at Port Stephens Council chambers had been expected to rule in favour of the development after the council had previously supported the project.
The decision had been delayed last month because the Joint Regional Planning Panel did not have a quorum.
The development application had originally been submitted in April this year by construction company Bolkm, of which Hunter coalmining billionaire Mr Tinkler is a major shareholder.
The $12.9million development will be able to house a Boeing 737 as well as Mr Tinkler’s own private fleet.
