Jamie Mathew Flanagan, 53, was taken into custody in Subic - a region northwest of Manila where he had been living with 25-year-old Desiree Manozo - on July 21.
According to Philippino news outlet Rappler, Ms Manozo's death was initially treated by police as a suicide, however an autopsy found that she died before being hanged in the couple's bedroom.
Police are investigating Mr Flanagan over Ms Manozo's death, Rappler reported on Wednesday.
He has denied involvement in Ms Manozo's death.
Mr Flanagan had a 28-year career with NSW Police before he retired in late 2013.
His final role was based at Newtown.
On the three Facebook pages that carry his photo and name, Mr Flanagan notes that he went to school at Toronto High School, at Lake Macquarie.
