He also announced $4957 on the spot fine for those who breach their isolation orders.
"If you are supposed to be at home and you are not, then you face the prospect of a fine of up to $5000," he said.
He said "particularly selfish behavior" could land those in breach in a magistrate's court, where they could face a penalty of up to $20,000.
"We don't want it to come to that," he said. "You have got to be isolating when you are directed to do so, for a close contact or a positive case."
Mr Andrews said the "new level" of multiple door knocks for close contacts and confirmed cases would be made simpler by removing the exercise provision, describing it as a "loophole" that would make the checks more intensive for police and defence crews.
NSW has recorded a dozen new coronavirus cases in the 24 hours to 8pm on Monday, health authorities have confirmed.
It takes the total number of cases in the state to 3620.
One of the new cases is in hotel quarantine.
Across the state more than 12,860 tests were conducted during the same period.
Victorian Premier Daniel Andrews announced a total of 12,335 cases on Tuesday morning, up 439 from yesterday. Another 11 people have died.
That figure includes 456 Victorians in hospital, 38 of whom are in intensive care. 1186 cases are in aged care.
Mr Andrews said 500 additional Australian Defence Force personnel would head to the state and continue door-knocking and visiting.
He said "random and repeat" door-knocks would be undertaken given a recent round of visits to 3000 cases found 800 people were not at home.
That would now attract the fine announced on Tuesday, Mr Andrews said, and had necessitated removing permission to exercise away from home.
"Yes it is about compliance," he said.
"It's making sure people are exactly where they should be. But at the same time it's also an opportunity to explain ... it's an opportunity for us to say to those many Victorians at home, where they should be, what do you need.
"Lots of practical things have been done to support people who without that help may not have been able to get the things that they need."
Those in isolation in Victoria have also lost the permission to exercise outside their homes, which Mr Andrews said was about removing an excuse for those doing the wrong thing.
1.6 tests have been conducted in the southern state so far.
Victoria Police's Chief Commissioner Shane Patton said "the window of discretion is virutally closed", describing an incident in which a female police officer allegedly had her head struck against concrete by a woman after querying why she was not wearing a mask.
