For the 16th day in a row, the state recorded zero local COVID-19 cases in the 24 hours to 8pm Sunday, though five cases were reported in overseas travellers in hotel quarantine. A previously reported case has been excluded after further investigation.
"Please let us not let our guard down, we have come too far," Ms Berejiklian said.
"We never ever again want to be in a position to shut down our borders ... but in a pandemic you can't predict what's around the corner."
It's expected the Premier to announce on Wednesday more restrictions would be eased for the hospitality sector ahead of the festive season.
Last week Ms Berejiklian said the next step could be increasing the number of people allowed in the home and moving to a two-square-metre rule at indoor venues.
It comes as new rules came into force on Monday, making it mandatory for all businesses to have a digital contact tracing system with a QR code, replacing pen and paper.
Those who don't have a digital contact tracing system in place may be penalised.
Other restrictions eased as of Monday include increasing outdoor religious services up to 500 people, outdoor ticketed concerts up to 3000 people, plus outdoor singing and carols up to 30 singers.
