Raymond Terrace Highway Patrol officers stopped a sedan on Adelaide Street about 6.40pm on Sunday, speaking with the occupants.
The Liverpool men, 24 and 26, both received fines for breaching the stay at home direction and failing to wear masks.
The driver was also given a number of penalty notices related to the vehicle, and police directed the men to return immediately to their homes.
Minister for Police and Emergency Services David Elliott said ten days into the stay at home directions for Sydney, the Blue Mountains and the Central Coast people needed to get the message.
"It is disappointing to see so many people ignoring the rules and putting the health of our community at risk," Mr Elliott said.
"We must not get complacent with the health orders and must continue to work to stop the spread of this virus."
Police handed out 125 penalty infringement notices related to the public health orders on Sunday alone.
More than a third were $200 fines for failing to wear a fitted face covering.
A 30-year-old man on Monday became the 14th person fined $1000 over a Shellharbour gathering.
NSW Police Deputy Commissioner Gary Worboys said he was thankful most people were following the rules.
"I'd like to thank everyone who is doing the right thing and complying with the directions; these people are aware of the risks and are demonstrating they care for their community and are making the job of police easier," he said.
Ten men were fined after a Saturday party in Fairfield Heights, while the owner and an employee at a Mascot fruit store were arrested on Sunday evening for failing to wear masks.
They received conditional bail to face Downing Centre Local Court on July 19.
