A suspected stolen vehicle was spotted on Darby Street about 3pm, but the driver would not stop to speak with police.
Officers later found the vehicle on Emerald Street and saw the occupants go into a house.
Police surrounded the home before the trio attempted to flee - one was arrested and two escaped.
The man was taken into custody and is helping police with their inquiries.
He is expected to be charged with driving offences and police are investigating whether he was breaching COVID-19 public health orders by carrying his passengers in the vehicle.
