Police were called to a Wood Street address about 4pm on Sunday after reports three men demanded money from the occupant.
Investigators were told the men fled in a grey Holden Commodore.
Police stopped a vehicle matching the description at a Fishing Point Road service station, arresting a 22-year-old man.
Inquiries led them to arrest another two men, both 20 years old, at a Grand Parade premises.
They established a crime scene and used the dog unit to search the property, allegedly finding a backpack containing two firearms in surrounding bushland.
All three men were charged with demand money with menace in company and use offensive weapon with intent to commit indictable offence.
They were refused bail to face Toronto Local Court.
Police said investigations are ongoing.
