Down Detector, which charts mobile, internet and online outages - has been showing user-reported problems since 6am AEDT.
The issue has been reported by customers in Melbourne, Sydney, Perth, Brisbane and Adelaide.
Frustrated Telstra users took to social media to complain that attempts to make calls were disconnected.
Telstra's official account has been replying to complaints on Twitter with advice to restart the phone or switch airplane mode on and off if suffering from call failure.
Down Detector is said the latest reports from users having issues in Melbourne come from postal codes 3000, 3001, 3207 and 3181.
A Telstra spokesperson advised that service came back online around 9:30am.
"An issue affecting calls for some of our mobile customers this morning has been fixed and services are back online," the spokesperson said.
"Calls to Triple Zero, data and texts were not affected. We're sorry for the bad start to the morning and we thank everyone for their patience."
