A 12-year-old girl has drowned at a Victorian beach in the first week of the state's school holidays.

The incident unfolded at Collendina, near Ocean Grove on September 19.
"It's believed two 12-year-old girls were swimming in water just after 6pm when they got into difficulty," a police spokesperson said.
"A passer-by entered the water and was able to rescue one of the girls and bring her to shore."
The second girl was returned to shore with the help of police aircraft and CPR was performed.
"Unfortunately she died at the scene," the spokesperson said.
Police will prepare a report for the coroner.
