Neighbours complained that two men had trespassed on the construction site in the inner Perth suburb of Rivervale at 1.45am on December 14.
Footage shows the pair napping on the construction site rooftop, wrestling and swinging from scaffolding.
All while swigging a bottle of Smirnoff vodka.
Police negotiators, firefighters and paramedics were called to de-escalate what police minister Paul Papalia called "complete stupidity".
But the 24-year-old and 27-year-old wouldn't come quietly.

"We're ready to make a deal. We want a four pack of cruisers," one man yelled to police.
"And a vape," the other man said.
The men allegedly "threw a number of dry powder bags from the upper levels of the construction site onto the road below", police said.
"I want a helicopter here now!" one of the men yelled from the roof.
By 9.35am the men climbed down from the roof and allegedly attempted to run from police via the perimeter fence before they were arrested.
The two Beechboro men were charged with trespassing, disorderly conduct and stealing after the eight hour standoff.
They're expected to appear before the Perth Magistrate's Court on December 19.
