Police allege the 29-year-old Manjimup man walked past a 22-year-old man who was sitting in the terminal and "slapped him twice in the back of the head" at 6am on May 30.
The alleged offender left the area but returned several minutes later and allegedly punched a second man, 26, in the face.
He then grabbed the 26-year-old and pushed him into a wall, police said.
The first alleged victim and two other men intervened in the attack.
"During an attempt to restrain the accused, the 22-year-old allegedly received a blow to his chin from the 29-year-old, resulting in a cut that needed stitches," police said.
The younger man received first aid treatment at the airport.
Australian Federal Police officers arrested the 29-year-old and searched his luggage, allegedly finding two vials of anabolic steroids "for which he did not have prescriptions".
"The AFP has zero tolerance for antisocial, violent or dangerous behaviour and will prosecute anyone if they pose a threat to other people's safety," AFP Perth Airport superintendent Peter Hatch said.
The man has been charged with one count of assault occasioning bodily harm, two counts of common assault and two counts of possession of a prohibited drug. His case is progressing through the Perth Magistrates Court.
