Waters claimed provisional pole with a 1:13.407 lap during qualifying to secure prime spot in Sunday's top-10 shootout, one day after claiming his second race win of the season.
The Tickford Racing driver (988 pts) has been on fire at Reid Park throughout the weekend and will be eyeing another win in race 14 to further close the gap on Brown at the top of championship standings.
Brown (1482 pts) once again missed out on the top-10 shootout, finishing more than half a second off the pace in 17th.
Still, it's impossible to write off the Triple Eight ace after he clawed back a podium position on Saturday from 13th on the grid.
Broc Feeney (1341 pts) could leapfrog teammate Brown after scraping into the shootout in ninth, while race 13 runner-up Chaz Mostert (1212 pts) will start in sixth.
Will Davison will be eager to nab his maiden Supercars pole after missing out on a second provisional pole in two days by five hundredths of a second.
The Dick Johnson Racing veteran was in the battle for most of Saturday's race before sliding down the grid when his tyres let him down late on.
Waters' Tickford teammate Thomas Randle was third fastest in qualifying after just missing out on a podium on Saturday.
Erebus Motorsport's Jack Le Brocq and Brodie Kostecki were fourth and seventh fastest respectively after a disappointing first half of the season.
Anton De Pasquale, Matthew Payne and James Courtney will also have a crack at pole after coming fifth, eighth and 10th, respectively.
Following the top-10 shootout, race 14 of the Supercars season is set for 2.40pm local time.
