Boyle's Newcastle premiership teammate Bobbi Law became the first official transfer of the off-season after St George Illawarra confirmed on Wednesday that she had agreed to terms.
Boyle won her third premiership last season while playing for the Knights but has since joined the Roosters' NSW Women's Premiership side, making her club debut on Monday.
AAP understands the Roosters will begin locking players in over the coming days, with captain Isabelle Kelly the club's top priority at the trade table and Boyle to be confirmed once other key Roosters are retained.
Boyle's imminent signing looms as a major boost for a Roosters side looking to improve on a surprise early exit from last year's finals series.
They finished the regular season undefeated and atop the table but were upset in the semi-finals by Parramatta, who scraped into the play-offs on for-and-against.
Former Newcastle centre Law was one of six players locked in by the Dragons as part of a signing frenzy on Wednesday.
"Very pumped about this one," coach Jamie Soward said of Law's signing on social media.
"She's a premiership winner and also a proud member of the Indigenous All Stars the last couple of years."
The Dragons also announced they had lured second-rower Sara Sautia from Brisbane and retained American football player-turned-hooker Renee Targett.
Young middle forward Tarah McGrath-West is also extending her stay with the club and will be joined in the forward rotation by Angelina Teakaraanga Katoa, picked up from the Roosters' feeder system.
Canterbury Women's Premiership winger Cortez Te Pou rounds out a busy day at the trade table for Soward's side.
The signings come after the NRL and RLPA last month announced a significant financial increase for NRLW players as part of an in-principle agreement to the NRLW's first collective bargaining agreement.
Each NRLW club will have a $900,000 salary cap for its top-24 squad, up from $350,000 last year, with a guaranteed minimum salary of $30,000 for the season beginning on July 22.
The league has also expanded following the introduction of Canberra, North Queensland, Cronulla and Wests Tigers, with 48 games to be played this season as compared to the 18 last year.
The 10 NRLW sides have until May 24 to fill their top-24 squads and are able to sign players to multi-year contracts from this season.
